Certificazione Energetica dell’Edificio

BUILDING ENERGY CERTIFICATION

The Legislative Decree n°192 from 19 August 2005  and any subsequent amendments and additions – in implementation of Directive 2002/91/CE on energy efficiency in construction – establishes that the building energy certification is compulsory.

An important element of the Decree is the Energy Certification which certifies the energy performance of a building and includes some reference data that allow to evaluate and compare these performances, as well as recommendations for their improvement in terms of benefits. This certification must be issued by experts or Accredited Bodies with particular professional requirements.

The energy certification is compulsory for:

  • all the new buildings, with a building permit request submitted after October 8th
  • all the existing buildings being subject to transfer against payment with the following deadline:
    • from July the 1st 2007 for the buildings with a useful floor area greater than 1000 sq m
    • from July the 1st 2008 for the buildings with a useful floor area less than 1000 sq m
    • from July the 1st 2009 in case of transfer of single buildings units.

WHY TO CHOOSE THE BUILDING ENERGY CERTIFICATION

The main aim of the energy saving legislation is to reduce consumption and improve our living conditions. Thanks to the energy certification, the transparency in the real estate market will also greatly improve, within which it will be much easier to find and choose:

  • property buyers and tenants will have objective and transparent information on the properties and their energy costs;
  • The owners will be informed of the energy cost associated with the management of their “building system”, and this would encourage further interventions improving the energy efficiency of their houses;
  • It will be possible to evaluate whether or not to spend more on a better product from the point of view of the management and maintenance;

 

THE 55% DEDUCTION

The deduction of 55% on expenses incurred by 31/12/2007, is up to interventions which will lead to a reduction in energy consumption. This deduction shall be distributed into three annual tranches of equal amount and covers:

  • Interventions of global redevelopment on existing buildings (up to €100,000);
  • Interventions carried out on buildings or parts of buildings or existing real estate units, related to vertical opaque structures (walls, usually external), horizontal opaque structures (roofs and floors), windows with fixtures (for a maximum of €60,000);
  • Installation of solar panels for the production of hot water for domestic and industrial use, and for the needs of swimming pools, sports facilities, shelters and nursing homes, schools (up to €60,000);
  • Interventions for the replacement of heating systems with condensation boilers and contextual development of the distribution system (for a maximum of €30,000).

BENEFICIARIES

All the taxpayers, natural people, professional or companies residing in Italy.

THE EXPENSES ADMITTED

Expenses that can be deducted include:

A) Interventions that reduce the thermal transmittance of the opaque elements constituting the building envelope, for values equal or less than those indicated in attached table B of DM 18 March 2008, including provisional and ancillary works, through:

  • supply and implementation of insulating material for the improvement of the thermal characteristics of existing structures
  • supply and implementation of ordinary materials, also necessary for the construction of additional masonry structures close to those pre-existing, for the improvement of the thermal characteristics of existing structures
  • demolition and reconstruction of the constructive element.

B) Interventions that reduce the thermal transmittance of windows including window frames, for values equal or less than those indicated in attached table B of DM 18 March 2008, through:

  • the improvement of the thermal characteristics of the existing structures with the supply and installation of a new windows including frame;
  • the improvement of the thermal characteristics of the existing glass components, with integrations and substitutions.

C) Plant interventions concerning the winter air-conditioning and/or the production of hot water through:

  • the supply and installation of all thermal, mechanical, electrical and electronic equipment, as well as the hydraulic and masonry works necessary for the realization of solar thermal systems organically connected to the utilities, also in integration with heating systems;
  • dismantling and disposal of the existing, partial or total winter air-conditioning system, supply and installation of all the thermal, mechanical, electrical and electronic equipment, of the hydraulic and masonry works necessary for the replacement of winter air-conditioning systems with systems equipped with condensing boilers and high efficiency generators. In addition to those relating to the heat generator, possible interventions on the distribution network, water treatment systems, control and regulation devices and emission systems are included in the eligible interventions;
  • transformation of autonomous individual plants in centralised winter air-conditioning system with heat accounting and the transformations of centralized installations to make the heat accounting applicable, provided that include the replacement of the existing boiler with a condensing heat generator. The transition from a centralized winter air-conditioning system to the building or the complex of buildings to autonomous individual plants is excluded.

The limit values given in the tables are expressed according to the climatic zone, as identified in article 2 of the Decree of the President of the Republic of 26th August 1993, n° 412, and of the shape ratio of the S/V building, where:

  • S, dispersing surface, expressed in square meters, is the surface bounding outward or towards environments not equipped with heating system,
  • V, expressed in cubic metres, is the gross volume of the heated dielectric parts, defined by the surfaces that surround it.
  • For S/V values in the range 0.2 – 0.9 and, similarly, by Degrees Day (DD) intermediate to the limits of the climatic zones shown in the table, linear interpolation is used.

ENERGY QUALIFICATION CERTIFICATION

The Energy Qualification Certificate is a document that shows the primary energy requirements and the maximum permissible values set by the Legislation in force. The certificate also includes an indication of possible improvements in energy performance.

ENERGY CERTIFICATION

The Energy Certificate is a document reporting the energy class and the reference data that will allow you to evaluate and compare the energy performance of a building, or a real estate unit. In particular it reports:

  • an indicator for the specific energy requirements of the cladding (which takes into account the heat loss and the free contributions due to solar energy);
  • an indicator for the global primary energy requirement (E.P. for heating + E.P. for hot water production + contributions due to renewable sources);
  • values in force in accordance with the reference law;
  • suggestions on the most significant interventions for the improvement of the energy performance
